On 1 July 2025, the Independent Prison Monitor (IPM) Annual Reports for 2024-2025 were published by HMIPS. Unsurprisingly, the vast majority of them highlighted the day-to-day impact on prisoners’ lives of the continued overcrowding. A recent Prison Officers Association survey of over 500 officers reiterated this and included this impactful quote: “Prison has become a warehousing business where slogans about changing lives are ironic because the horrors caused by conditions of overcrowding do change lives – for the worse”.
