On 16 December 2024, HMIPS published its thematic review on prisoner transport. It detailed a number of what it described as “potential significant infringement of human rights that has occurred” and made 25 recommendations. Concluding a thoroughly dispiriting read it read: “Our earnest hope is that failure on the level that has sadly occurred with the current contract will be consigned to history”.
