On 17 January 2025, the Cabinet Secretary responded to the findings of the joint FAI into the deaths in custody of Katie Allan and William Lindsay (also known as Brown). She accepted all 25 of the FAIs recommendations and a first Parliamentary Statement on 23 January 2025 included the following: HMIPS would be tasked with monitoring the implementation of the recommendations; proposals for national oversight of deaths in custody would be brought forward by March 2025; policies re what could be used as ligatures in cells would be reviewed and revised; the Talk to Me (anti-suicide strategy) would be completely revised and overhauled; and there would be an independent review of the FAI system. A second Parliamentary Statement on 27 March 2025 expanded upon further actions.
